Silence.

“Gentlemen, I need a second to proceed.”

Silence.

“We don’t have a second so I should limit my own conversation. But I think this is a unique opportunity and a unique situation. And if we can get this job done and make it safer for the people. If my children lived in that area or my grandchildren lived in that area, I would want to see this sidewalk.”

“The cost of the sidewalk is being handled out of of our savings account, our fund balance. I don’t think there would be a risk down the road aways of running out of money because of this one project. I do think we should proceed.”

“Do we have a second?”

Silence.

“Without a second we cannot proceed,” Cliffe said.

“This is … on hold.”
